In terms of most "worthy" I would have to say both the House of Fingolfin and the House of Finarfin:

Fingolfin: Ruler of the Noldor in Middle Earth. Fought against Morgoth all by his lonesome!

Fingon: Saved Maedhros even though he should have had a lot of beef towards him and the rest of the family of Feanor.

Turgon: Gondolin, baby! Gondolin! (Great grand-father of Elrond)

Finrod: Ruler of Nargothrond; upholds the oath he made with Barahir. Also, first to encounter the Humans that traveled west to Beleriand and, rather than enslaved them, he taught them lore and skills.


special mention:

Cirdan: Often forgotten but nevertheless... pure awesomeness. Lord of the Falas (western shores), gives his ring of power to Gandalf. Stays behind to sail in the last ship to the Undying Lands.

Thingol: Marries one of the Maiar (demigod? lesser angel?) ! Creates Doriath.

Sauron the Great, who else is even close? Ignore that book of Elvish lies. Believe me, would I lie to you?

Morgoth/Melkor, he could have had what it takes, but ended up banished to the outer darkness.

For the dupes of the Valar, hmmm.

Feanor for the pointy-ears, he did so much to advance Sauron's cause - sundered the Noldor from the Valar, caused the kin-slaying at Aqualonde.

For the humans, assuming that you aren't going to accept any of the Haradrim or Easterling kin, or the Black Numenoreans (or any of the human kings who became the Ringwraiths); what's his name, the last ruler of Numenor, Ar-Pharazon? Because he had the guts to stand up to the Valar, who in a fit of pique sank Numenor out of spite.

For the stunties, Durin I suppose, with an honorable mention to whichever dwarf king with the unpronounceable name sacked Menegroth.

Incidentally, let me give a recommendation to Sauron's Blog (sauronsblog.com). Not written by me, but very funny, though often profane and not suited for the wee ones. Alas that apparently the author took up dallying with hobbits and quit posting his updates.

One from each race? Well, we haven't heard from the hobbits yet. Meriadoc the Magnificent, who gets at least partial credit for killing the Witch-King of Angmar. Scoured the Shire. Later the Master of Buckland.

I'll agree with Fingolfin for the elves. Dain II Ironfoot is hard to beat for the dwarves, but I might go all the way back to Durin the Deathless. Hard to say, since we don't know much about his reign, but he established Khazad-dum, the greatest city of the dwarves, and ruled it for many centuries.

For Men: He was not actually a ruler, but Hurin Thalion has always been one of my favorites from among Men. But there are so many worthy candidates, it's hard to pick just one.
