I don't understand; whoever uses their own Ops card for naval builds builds them whenever. It isn't simultaneous in any respect.

Yep, I agree my question doesn't make sense. I was reading 7.1 and it made me think that they must be constructed at that moment in the sequence of play. That was incorrect.

Mike is correct. Since naval builds are a function of a players own strategy card phase the simultaneous factor does nor come in.
