Subject: Surplus Workers Question rss

Apologies if this has been asked/answered.

If the surplus workers track falls from say 13 to 12 do you still add 1 to the rebellion marker?.

When a player is purchasing workers with the recruitment action, no rebels are added or removed.

When considering population effects, apply the boards in order (1) local market, (2) foreign market, (3) population track, (4) unemployment track.

I've had games where excessive goods or population has pushed unemployment up to the next line, but no board reduces unemployment, and only board 4 reduces rebellion (-1 rebel at 1-3 workers).

There are many evolution cards that potentially control rebellion.

Nope - the surplus worker track only has an impact on the number of rebels during the population effects phase of the turn.

So, a recruitment action will reduce the number of surplus workers only.
