I think Chancellors would go well with some kind of map, something akin to World War 5 but reworked to resemble one of the Scebany regions in the past, and with Rory's Story Cubes.

"Our western neighbours began the construction of... (rolls) ...Stinging Sheep, and plan to attack our land! The problem is seven out of twelve: Chancellors, do something about it as soon as possible!"

At one point, I thought about making Chancellors use a game board. It would have allowed problems to escalate by different paths, instead of always just incrementing one of the two dice. But (in line with your suggestion) it could also be used to add theme.

People resist games that require parts that aren't part of the game system, though. People even complain about the suit chips and dice for Magnate!

It's just that I thought that this game would be quite good to play with children.
What does it lack?
A game board and funny threats. Children will not shun negative victory if their country gets defeated by sheep who has mastered dramatic art by eating scarabs. =)

Magnate is easy to re-create by using money pads: The Decktet Book has a good suggestion. The 10-sided dice may be hard to get one's hands on, but you can use a deck of 2xA-10 regular cards instead.

This is true! I like Magnate a lot, but it does somehow bother me that it's not a "pure" Decktet game!

There is an ineffable aesthetic appeal (as well as a practical advantage) in being able to have just the deck of cards (e.g. when traveling) and truly be able to play lots of different games with just the deck of cards.

Paper and pencil is not hard to image as needed for most card games, to keep the score. And it is sufficient for Magnate.

Technically sufficient, but it would seem rather inconvenient to keep track of the cubes on the cards via separate paper and pencil, adding a level of indirection/lookup to grok the game state.

(Or would we use the paper and pencil to create little paper chits labeled "orange", "brown", etc to put onto the cards?)

After the initial one color of each is satisfied, the color of the chits is irrelevant. So no need to even write anything on them.

True. You can play with a pile of unmarked coins.
