The rolling of dice in the production phase is a shame for a decent strategy game - at least in my opinion. We play with the following variant:

1. Production phase: In a 3-player-game in the turn 1, 4, and 7 the cities with the numbers 1 and 4 (and the corresponding New Cities) are producing. In the turn 2, 5 and 8: the cities with the numbers 2 and 5. In the turn 3, 6 and 9: the cities with the numbers 3 and 6. In a 4-player-game production will not take place in turn 7. In the turns with an even number the cities with an even number produce (and the corresponding New Cities). In the turns with an odd number the cities with an odd number produce. The same does it in a 5-player-game. In a 6 player game this is true also, but only for turns 2 to 5. In turn 1 every city produces.

2. Action "Production": Draw 1 goods cube and place it immediately (in the phase "Choose action") on convenient cities.

This results in a slightly more cuby game than through the dice rolling mechanism. But it is fun this way. And you can really plan and calculate with the goods display.

If you do not want to overcrowd your cities with cubes, let them not produce if their starting allowance would be exceeded (for instance: if a city starts with 2 cubes and has them still, it will not produce).
