I can't for the life of me figure out how these are used. Is it just an indication of the strength of the results on a particular team's chart?

The Defensive ratings are explained in the rules, but the Offensive ones are just mentioned. No use is detailed.

That's correct. They just let you compare team strengths. The actual strengths are reflected in the dice charts.

The Mishap charts are not the same.

For example, Mishap 1 gets intercepted on a 7 (the most likely 2d6 result). Mishap 2 gets intercepted on a roll of 6. Mishap 3 only gets intercepted on a 5.
