Just picked this game up last week. What is the biggest city that you can make (no expansions)? I'm at 74pts right now.

The maximum is 84, unless my maths has gone wrong this early in the morning.

When adding a new tile to the castle, count the number of open castle edges:
* adding the all-castle tile adds a maximum of two (since it removes one, then adds three)
* adding a three-castle-edge tile adds a maximum of one
* a connected two-castle-edge tile does nothing
* a closing single-castle-edge tile reduces the number by one.
* a disjoint two-castle-edge tile reduces the number by two, and so should be avoided.

You fail to achieve those maximum values if you join a two, three or four piece to more than one existing edge. For example, in the first column of the picture above, you could remove the third row piece, turn the fourth row piece around, then fit in two single edge tiles.

So once you have all the useful tiles with more than one castle edge, you have the maximum - there is no way to fit any more end tiles in. There are 21 such tiles with a maximum of 11 open edges, and a total of 10 shields. So you should be able to achieve a maximum 84 points. The castle in the picture is ten points short of this because it uses all five of the disjoint two-edge tiles.

And, in about two minutes, I just did so. You just join multi-edge tiles outwards, and never use the disjoint closing tiles.
