For an upcoming Belgian tournament I am considering several games, but I am not very sure which ones are low on the luck side.
It consists of several rounds, but I allready eliminated some.

Louis XIV - Fifth Avenue - Celtica - Um Ru(h)m und Ehre - Key Largo - Niagara - Ostia - Mesopotamie - Roborally.

China - Ticket to ride Marklin edition - Palazzo - Attention Pirates! - Blokus.

Australia - Augsburg 1520 - Manila - Carcassonne De Stad - Mission planet rouge - Kaiser - Skyline of the world.

Advice is appreciated
Thomas

Of the three games I'm familiar with...

Blokus - zero luck, all tiles played and unplayed are visible, everyone has the same set of tiles.

Roborally - you can get hosed by bad card draws in your programming card draw. Personally I never seem to get my fair share of Move Forward cards - a nine card hand for me looks like 2 U-Turns, 5 Left Turns, 1 Right Turn, and a Move Forward 1.

Manila - very luck-based, since repeated three-dice die rolls are at the heart of the boat movement mechanism.

(edited to add Manila)

Torres - 'Meister' version
Funkenschlag - Luck is similar for all players
Puerto Rico - Luck is only in the draw of the plantation tiles.

I disagree strongly about Roborally; although the cards you are dealt is a factor between players of roughly equal skill, I'd say a good programmer will beat a poor programmer almost every game.

Some board layouts require more or less skill than others though. Example: the water boards reduce the skill, since they favour players who draw large movement cards. Similarly, if you put a checkpoint somewhere that can only be reached/left with a certain combination of cards, then that favours a lucky player.

I don't know all games of your list but from the ones I know
there are some that I consider not suitable for tournament play
due to too much randomness/luck:

- Manila (sad because it's a nice game)
- Mission Planète Rouge

Games you should consider:
- Age of Steam (less luck than Ticket 2 Ride, but heavier)
- Caylus
- Antike
- Dungeon Twister

Already made suggestions like Puerto Rico or Power Grid are ok as well.

I think that these are far better for tournament play than, let's say the family games you chose like Niagara, Palazzo, Celtica etc.

I always would choose "Das Ende des Triumvirats" http://www.boardgamegeek.com/game/20134
as a game with low/no luck.

18xx games are very low on luck. (only randomness for most is initial seating positions)

1860 and the 1825 units have been recent productions from England.

Although OOP, don't forget that Stephenson's Rocket has zero luck.

I would recommend Power Grid, Puerto Rico, Through the Desert and In the Shadow of the Emperor as minimal luck games.

Maybe I wasn't very clear, but these are the remaining ones:

Louis XIV - Fifth Avenue - Celtica - Um Ru(h)m und Ehre - Key Largo - Niagara - Ostia - Mesopotamie - Roborally.

China - Ticket to ride Marklin edition - Palazzo - Attention Pirates! - Blokus.

Australia - Augsburg 1520 - Manila - Carcassonne De Stad - Mission planet rouge - Kaiser - Skyline of the world.

I allready eliminated
* Settlers of Catan (too luck based)
* Adel Verpflicht (don't like) - San Juan (I know the opponents) - Sankt Petersburg (played too much last year) - Cartagena (don't like) - Rummikub
* Puerto Rico (I know the opponents) - Risk (pure dice) - Himalaya (too much luck)
