I have only played a game solo, but I understand that the control of a city can only be achieved with the presence of a unit that has a strength equal to or greater than the city itself.
In this way, a player is forced to leave many units scattered on the map to the controls and their victory points earned.
It is right?

Correct, and hence as you leave more and more units behind, your advance will get weaker. Think of the unit as garrisons against unruly inhabitants.
