I don't quite get it.

During Allied resupply phase do they have to pay for newly placed forces with Allied supplies or they appear just because of a diceroll?

I say they appear as a result of the roll. allies do not pay for their new forces.

"
New Forces

Randomly draw the indicated number of new Allied Forces from their reinforcement cup.

If the Allies do not have any Forces in their Reinforcement cup, for every Force they cannot draw, give them 2 Supplies instead.

My interpretation of the quoted sentence is the same. You don't have to pay with resources.
