Just starting out with Twilight Struggle. 2 games under my belt, but have not finished a game yet due to time. But, we are getting the hang of it, and expect to finish a game on the next try. Rules are fairly easy, but just a lot of strategy to wrap your head around.

Thinking about it, since we are new to the game, should we just start include the OPTIONAL cards in our standard play, or add them later, one we are truly experienced?

Include them from the get-go. They improve the balance between both sides.

Everyone (almost) use the optional cards so I would add them directly.

Definitely include the optional cards. They don't make the game any more difficult to play, but they do go a long way toward balancing it.
