Can you play a kicker on your opponent? I know the card text refers to your attack card value. But if you cannot play it on an opponent, why is there a 0 kicker?

For the same reason there are low - even negative - Attack cards: bluffing.

The fear of a 4x Kicker can easily lead your opponent blowing one of their most valuable Attack cards on the encounter.

Edit: And if my memory serves well, Kickers exist only in the Cosmic Encounter: Cosmic Incursion expansion. I've tagged marked the thread for moderators for you

Like many things in cosmic, it's about mind games and bluffing.

If you could touch the alien sand and hear the cries of strange birds and watch them wheel in another sky, would that satisfy you?

Let's say you get a bunch of allies and you want to betray them all. You don't want to risk playing a Negotiate, because your opponent might play a Negotiate and that would send allies home. Aha!, you think, I have that Kicker x0. Your plans for un-diplomacy are complete.

If I'm due for a nice, tasty hand refresh and don't want to screw it up, I'll play the Kicker x0 with my Negotiate to ensure I don't receive compensation.

The risk, of course, is that the opponent might also Negotiate and then he's got leverage to force a good deal or make me lose three ships. But losing three ships is usually better than taking a crappy Attack 06 out of the guy's hand and having to play it on the next encounter. Or worse, another Negotiate — and now my kicker is gone!

There should be a Word Games Subdomain, or at least a Word Games Forum!

The answer is no - you can't play a kicker on your opponent.

The above posts have enumerated four good uses of a x0 Kicker:

1. Bluffing (so your opponent plays an N, or wastes his good Attack card, or something)
2. Lowering your Attack total against Anti-Matter or Loser.
3. Betraying allies.
4. Avoiding taking compensation.

And individual powers/flares/techs/etc. may give additional uses:

5. Triggering the Spiff's power.
6. Triggering the Ethic's power.
etc.

To make drawing from the rewards deck a higher risk/reward proposition than drawing from the cosmic deck.

Phil was saying that these powers can use the kicker x0 to their advantage. Plenty of aliens get some kind of benefit for losing an encounter, and in those cases where winning one isn't all that important at the moment (for whatever reason), this may be a good time for any of the following aliens to use the kicker x0: Ethic, Fury, Grudge, Healer, Lunatic, Masochist, Merchant, Reborn, Reincarnator, Saboteur, Sadist, Spiff, Sting, Tick-Tock, Vacuum, Warpish, and Warrior.

Here are a couple of scenarios we haven't specifically mentioned yet, although they're probably sub-cases of Phil's general use-case #3:

3a. When you have an ally you didn't invite, such as Parasite or Lunatic, or your "buddy" from the Alliance hazard. (Especially important if they're going for their fifth colony.)

3b. When making one of your allies lose provides a specific benefit, such as forcing Reincarnator to kill off a good incarnation, or exposing one of Schizoid's unused cards to at least some other players (depending on the group, one might offer to tank the encounter in exchange for being told what the card is).
