Slightly pointless however it is not necessarily a back and forth. One, you have to spend an action to play it and two, the other person may not have the gold or the Adventurer so you may not get it back unless you hold on to it.

Well, yes, it would get passed back and forth, but each time it would likely change the game state in some way (sure, you could have all three actions in a row be 'Waterdeep Harbor', and just play it three times, but that in itself has changed the round as now no more Intrigues can be played).

So, yes, it has the same effect as in 3-6 player games.
