Yes. It is not conditional or optional, and it will still try to do as much as possible.

As the corp in this scenario, I still managed to lose, even though the runner only had three actions per turn and no deck. It was probably the most fun game I had at the tournament though.

Yeah, can imagine it sucks when that happens. I haven't really played much with Wyldeside, but wanted to know the rule before it got to that.
