On the game setup all the player pawns start in Atlanta. Then we are supposed to draw 9 cards. Infecting the first 3 cities with 3 cubes, the next 3 with 2 cubes, and the last 3 with one cube. Well during this process the city of Washington came up as an "infect with 3 city". Washington is adjacent to Atlanta where the Quarantine Specialist is located. Should her ability prevent the initial infection of this city or is to be applied to future infections after setup? What do you think? We were playing the game with only 4 epidemic cards so we decided to leave the cubes on this one but I am curious to see if this has happened to others before and how they have played it.

I would leave the cubes in Washington and rejoice that she's there in Atlanta ready to pounce on the germs.

I too would leave the cubes in washington. I would see it as going against the spirit of the rules to allow cubes to be removed during setup in this way. But that's just my impression of it and I accept that so you and your group's preferences may vary.

If you follow the setup order it's set up the board then place pawns. So there is no quarantine when the cubes go down.

Your right Phill! I suppose after one has played the game one to many times you become confident in your ability to set the board up correctly. After looking through the rules again it does clearly state that you set the diseases up well before the pawns (and their respective abilities) come into play. Nice call out!
